On Thursday, Vice President Kamala Harris announced a set of new, binding requirements for US agencies intended to prevent AI from being used in discriminatory ways. Under the requirements taking effect on Dec. 1, agencies using AI tools will have to verify they do not endanger the rights and safety of the American people. The new policy from the Office of Management and Budget (OMB) also directs federal agencies to designate a chief AI officer to oversee how each agency uses the technology. She said the Biden administration intends for the policies to serve as a global model. Still, the new OMB policy marks the latest step by the Biden administration to shape the AI industry.

New Delhi/Hong Kong CNN —Taiwan has swung into damage control mode after its labor minister made controversial comments about the skin color, religion and diets of some Indians ahead of a potential drive to recruit migrant workers to the island. In a separate apology, Taiwan’s labor ministry said Hsu implied “absolutely no discriminatory connotation when she mentioned ‘similar skin color’ in the interview. CNN has reached out to India’s Ministry of External Affairs for comments. In February, Taiwan said it will hire migrant workers from India to ease its labor shortage, but did not share any other details. The idea of using Russia's frozen assets is gaining new traction lately as continued allied funding for Ukraine becomes more uncertain and the U.S. Congress is in a stalemate over providing more support. Bipartisan legislation circulating in Washington called the Rebuilding Economic Prosperity and Opportunity for Ukrainians Act would use assets confiscated from the Russian Central Bank and other sovereign assets for Ukraine. Belgium, which is holding the rotating presidency of the European Union bloc for the next six months, is now leading the talks on whether to seize Russia's assets. Belgium is also the country where most frozen Russian assets under sanctions are being held. Maria Snegovaya, a senior fellow at the Center for Strategic and International Studies, cautioned that if Ukraine's immediate needs aren't met, “no amount of seized Russian assets is unfortunately going to compensate for what may happen."

DALLAS (AP) — A federal judge is siding with the Biden administration and blocking JetBlue Airways from buying Spirit Airlines, saying the $3.8 billion deal would reduce competition. The Justice Department sued to block the merger, saying it would drive up fares by eliminating Spirit, the nation’s biggest low-cost airline. Shares of Spirit Airlines Inc. plunged more than half almost immediately, while JetBlue shares gained 8%. Another judge in the same Boston courthouse killed a partnership in the Northeast between JetBlue and American Airlines. Tuesday's ruling could open the door for Frontier Airlines to make another attempt to buy Spirit.

CNN —For nearly a decade, US Coast Guard leaders have concealed a critical report that exposed racism, hazing, discrimination and sexual assault across the agency. That investigation found that serious misconduct had been ignored and, at times, covered up by high-ranking officials, allowing alleged offenders to rise within the ranks of the Coast Guard and other military branches. The Coast Guard said this week it had enacted or partially enacted 60 of 129 recommendations, including additional training and additional support services for victims. The Coast Guard did not comment on concerns that problems remain at the agency, or the statistics or examples cited by CNN. Yet to this day, none of the accused service members from her case have faced any consequences.

New Delhi CNN —One of India’s most revered entrepreneurs believes that young people need to put in exceptionally long hours at work if they want to see the country become a global economic powerhouse. Narayana Murthy, co-founder of the software behemoth Infosys, said India needs “highly determined, extremely disciplined and extremely hardworking” youngsters, who should put in 70 hours a week at work. Murthy, whose wealth is estimated at over $4 billion by Forbes, co-founded Infosys in 1981. “India’s work productivity is one of the lowest in the world.”He added that Indians should learn from policies that helped other emerging markets, particularly China. Over the past few years, several surveys have shown that Indians feel they are among the most overworked and underpaid people in the world.

CNN —If you feel lonely, you’re actually in good company: Nearly 1 in 4 adults across the world have reported feeling very or fairly lonely, a new Meta-Gallup survey has found. The lowest rates were found in older adults. Only 17% of people age 65 and older reported feeling lonely. Over half of adults age 45 and older reported not feeling lonely at all, while the majority of those younger than 45 answered that they felt at least a little lonely, if not very or fairly lonely. But Rokach, who has studied the experience of loneliness, believes there may be even higher global rates of people who feel lonely than reported — particularly young adults.
